Phyllis G. Kimmel Becomes a Principal In The Firm

Ms. Kimmel has been promoted to Principal, effective February 1. She has been an associate in the Firm since February 2001.

Ms. Kimmel represents state commissions, electric generation and transmission cooperatives, distribution cooperatives, and municipal power systems before the Federal Energy Regulatory Commission (FERC) and federal appellate courts. Recently, Ms. Kimmel has prepared comments in FERC rulemakings implementing the Energy Policy Act of 2005.

Prior to joining the Firm, Ms. Kimmel served as Assistant People's Counsel for the District of Columbia, where she represented D.C. gas, electric, and telecommunications ratepayers before the D.C. Public Service Commission. Ms. Kimmel was an attorney for the National Consumer Law Center before joining the Office of People's Counsel in 1997.

Ms. Kimmel is a graduate of Wesleyan University and the New York University School of Law.
