Joshua L. Menter

Joshua L. Menter is a Principal in the law firm of Miller, Balis & O'Neil, P.C., located in Washington, D. C. Since joining the firm in 1998, he has represented primarily municipal local gas distribution companies. He has been involved in numerous administrative proceedings at the Federal Energy Regulatory Commission (FERC) on the full range of electric and natural gas rate, merger, natural gas abandonment, enforcement and gas certification issues. Mr. Menter is also integrally involved in the firm’s efforts continually to update clients on FERC enforcement matters, particularly with respect to that agency’s natural gas policy and regulations, and has provided numerous presentations in this area. Mr. Menter has also negotiated many agreements involving the sale and/or transportation of electricity and natural gas as well as asset management arrangements. He also consults on a variety of issues concerning the acquisition of natural gas supplies.

Mr. Menter's experience prior to joining the firm spans 20 years in the natural gas and electric regulatory areas and includes private practice representation of an array of clients as well as public service at the FERC at which he served as a litigator as well as an advisor to the Commission. Mr. Menter was recognized as one of Public Utilities Fortnightly’s Top Utility Lawyers of 2011.

Mr. Menter is licensed to practice law in the District of Columbia and is a member of the Energy Bar Association. He received his law degree from New York University in 1974, and is a graduate of Union College (B.A., 1971, summa cum laude).

Mr. Menter is a native of the Washington D.C. area and currently resides in Fairfax, Virginia with his wife.
