Ms. Kimmel is a Principal in the firm of Miller, Balis & O’Neil, P.C., with a practice focusing on representation of rural electric cooperatives and municipal power systems in energy regulatory and transactional matters. For over a decade, Ms. Kimmel has represented cooperatives and other clients before the Federal Energy Regulatory Commission (FERC), state public utility commissions, and federal appellate courts. Ms. Kimmel has extensive experience in analyzing and responding to FERC rulemakings on behalf of rural electric cooperatives on issues including reform of the open access transmission rules, transmission planning and cost allocation, integration of renewable resources, transmission incentives, market manipulation, and competition in wholesale markets. Ms. Kimmel also has significant experience in negotiation and litigation of electric rates and development and implementation of formula rate protocols. Her transactional experience includes negotiation of power purchase and transmission service agreements.
Prior to joining the firm in February 2001, Ms. Kimmel served for four years as Assistant People’s Counsel for the District of Columbia, where she represented D.C. gas, electric, and telecommunications ratepayers before the D.C. Public Service Commission. Prior to that, Ms. Kimmel was an attorney for the National Consumer Law Center, where she advocated on behalf of low-income energy consumers.
