Milton J. Grossman

Mr. Grossman is counsel to the firm. Mr. Grossman devotes his practice particularly to electricity matters.

After law school he served as the first law clerk for the distinguished Second Circuit Judge, Henry J. Friendly. In 1960 Mr. Grossman came to Washington and began a 20-year career in federal service. At the Federal Power Commission he worked in the Solicitor's Office, defending the Commission in review proceedings in various Courts of Appeals. He also represented the Commission staff in the administrative trial of a major pipeline rate case. In 1964 he moved to the Federal Trade Commission, where he served as Legal Assistant to Commissioner Philip Elman. In 1966 he joined the legal staff of the Antitrust Division of the Department of Justice, where he developed a strong interest in efforts to make the regulated transportation and utility industries more competitive and to eliminate unneeded regulation. In 1975 he became Chief Hearing Counsel for the Nuclear Regulatory Commission, managing the staff attorneys in environmental and radiological safety hearings. In 1978 he became Associate Rail Public Counsel, representing the public interest in railroad proceedings before the Interstate Commerce Commission.

In 1980 Mr. Grossman entered private practice in Washington D. C. He represented a major communications common carrier in numerous FCC and court cases, including the complex proceedings which followed upon the antitrust consent decree for dissolution of the AT&T system. He has represented municipal and rural electric cooperative systems in a wide range of administrative and court proceedings. He has had extensive experience with the issues surrounding the application of the federal antitrust laws to electric utilities and with judicial review of Federal Energy Regulatory Commission orders.

Mr. Grossman currently resides with his wife in the District of Columbia.
